by MEW if it supplies power to Madison It must join the New England Power Pool (NEPOOL) Welch said NEPOOL has Invited MEW to join in the past but there was no advantage to do so until it has a high voltage connection line Such a line would not be needed by MEW until it ac quired a large power customer like Madison Paper MEW has held discussions with CMP to see if it could purchase power from CMP for the mill expansion but Welch said CMP claims it Is beyond their pre sent system capacity to furnish an addi CMP Is using the extra demand created by Madison Paper to justify building the proposed Sears Island coal genera tion plant Although extra power for Madison Paper is apparently not now available from CMP Welch said an RW Beck study shows the power is available from NEPOOL If MEW can act as a free agent to obtain power from that source the Beck study shows the power could be obtained at least as eood a rate vol as CMP could offer react favorablv to joint development of the slteby MEW from the pool rather than CMP "This is where the savings Is an obligation you have to work at it but it can return benefits" He said the feeder line although originally constructed to serve the mill could also be used to serve other MEW customers and could eventually pro vide a connection to local hydro facilities as they develop r4 Cnlnvni IlHnihnec Mum York City Investment bankers are in said It would take lmonths to build the feeder line and that time frame would fit the expansion since Madison Paper wants power available by June 1981 Eor the mill ex pansion and power plan to mesh therefore MEW will have to start soon to make power supply arrangements Welch said The power supply agreement still to be finaliz ed would have important ramifications for future electrical service in the Madison nson area well into the next century and would directly impact plans to construct a third hydroelectric dam on Craig Welch MEW chairman com Paper: mented afterwards have a high It must power re quirements and load characteristics of the electrical supply it will need for its expansion MEW In turn must provide Madison Paper with a report of its capability for providing the extra power needs of the expanding industry Welch related Commenting on the results of ri meeting Welch said Paper does not object to MEW fur nishing their power instead of goigg tion on the Kennebec River here ollowing vote MEW presented the powert supply proposal to Madison Paper riday morning and Welch said however that if MEW furnish power to the mill CMP can even if it means going outside its system the supply And if CMP does supply Madison Paper Welch said town would forfeit for 35 to 50 years any chance of recovering Madison Paner as a customer This could jeopardize the town ever develo inc an source of Its own because be bar red from using the high voltage feeder In addition said Welch MEW would lose the option of getting its own power from anyone but CMP in the future if it fails to gain access to the feeder line Robert Taylor manager of RW Boston office said Thursday considering is providing service to a customer in your service area a customer you had given up your fight to serve but now have an op portunity to serve again The power load is large but that allows the town to expand rapidly in becoming more in ilved in developing power supply op It must acquire land on short? notice for that line It must obtain a firm source of tional 40 megawatts of power In fact power (40 megawatts win oe required by the mill 10 times current de mand) from CMP or other sources It must obtain rates from the Public Utilities Commission to furnish power to the mill and to use CMP transmission lines if outside power is obtained It must enlarge its present opera tions and hire additional staff It must obtain an agreement from Madison Paper to pay fixed charges in curred by MEW in supplying power "As customer your power supply options are but if you join NEPOOL you can contract with other energy sources or develop sources of your own like hydro in your area It can open the door with a load this size for cutting your power costs "This can' also benefit the mill because by having vou as a public entl ty you will be able to finance joint nyaro developments at lower rates Other towns with their own electric systems are doing this and so can Madison There are obligations because you have to provide continuous service but this is also an opportunity to get involved in a major way and reduce the power cost to all users in your area" Taylor added hydro and any plan to serve the mill should tie in with plans to develop hydro If you serve the mill and Welch said Saloman Brothers New CMr comes in you jeopardize me town's chances for he cautioned Madison
