decision Last week selectmen rejected Myron Whittaker for the posi tion and Dana Bradford for his first assistant In a free wheeling but generally cool approach firemen and other citizens were given ample time to ask ques tions offer suggestions and criticize both factions Selectmen took their share of the lumps as it was pointed out that they violated the fire department by laws accepted by townspeople at the 1979 town meeting According to those by laws nominations are brought to selectmen after a department vote in November Selectmen are given 14 days to accept or reject the names However selectmen chose not to act on the names until the time of all municipal appointments following the town meeting in March Selectmen Ray Locke pointed out that when names were brought to the board chairman Robert Philbrook was absent and selectman Kenneth Irving was slated to go off the board in March Thus a decision was made to take no action until after town meeting could have pointed out (the matter of the 14 day deadline) at that time' But no That the way It Locke said Attorney Alton Stevens who represented the board at meeting agreed that there had been a violation of the by the KWD surfaced Monday dur ing a meeting of the Winslow Town Council Ronald Roy one of two Winslow representatives on the KWD board of trustees warned the council that a general wage increase recently approved for all KWD employees could result in yet another request for higher water rates at a time when the district's last increase is still bogged down in an appeal before the Maine Public UtilitlesCommission mind telling you that I was one of the three members of the board opposed to the wage increase Roy said The measure was reportedly approved by a 4 3 margin The new salary plan described by Roy as an the measure for all KWD employees calls for a 10 percent wage increase over the coming year That translates into $40000 in revenues that will nave to be ob tained from some
