Amand prevails in recount By DOUG HARLOW Staff Writer WINSLOW The vote count was closer the second time around but the result was the same Gerald Saint Amand of Outer Clinton Avenue officially was de clared the winner of an at large seat on the Town Council after a ballot recount Monday Saint Amand 57 de feated two term incum bent Councilor Paul Man son by just six votes in the ini tial count at the close of balloting Nov 7 The differ ence after the recount Monday was five votes Saint Amand received 1871 votes to 1866 It was the only contested race on the local ballot Voter turnout was about 72 percent was pretty much a case where nothing Town Clerk Elizabeth A urman said af ter the recount Manson picked up one vote and he was Manson attended the recount Monday in the Town Office confer ment company constructing a $32 million Hampton Inn off Kennedy Memorial Drive argues a tax break for its project is a move that will benefit the entire community Jamie A LeBlanc a partner in Yarmouth based Vickery Co said the 81 room Hampton Inn repre sents economic development that brings a significant number of jobs to the area and broadens the tax base At the same time LeBlanc said the type of tax break his company seeks does not reduce the amount of tax revenue his hotel would gen erate for the city way this is he said of the tax break plan cost the city of Waterville anything in LeBlanc will make his case in front of city councilors Tuesday night in City Council chambers A public hearing on the issue is scheduled at 7 pm and the council is expected to take action on the proposal later that evening City Council Chairman Paul Poulin Ward 2 said he under stands the revenue neutral impact of the tax break which is called tax increment financing or TI But Poulin while acknowledging the plan would not have a negative tax impact on the city argues a TI is a local economic development tool best used to benefit companies that provide jobs with good salaries and benefits Poulin said a new hotel creates jobs but the majority of those posi tions are low paying service jobs just feel hotels and mo tels and restaurants should be re ceiving he said Poulin also said the city risks set ting a dangerous precedent if it ap proves a TI for Hampton Inn would be able to come would be giving the wrong message to businesses and City Council Chairman Paul Poulin in
